Möglicherweise widersprechen sich Londons und Milleys Aussagen hier so sehr gar nicht: Zum einen tendierte das DoD in Afghanistan tatsächlich zu viel zu rosigen Annahmen, zum anderen waren die Einschätzungen der pessimistischeren / realistischeren CIA zwar adäquater, aber selbst hier ging man nicht von einem so schnellen Zusammenbruch aus.

Ich persönlich hatte mich schon früh von der Möglichkeit eines erfolgreichen Nation Buildings (i.e. Aufbau funktionaler staatlicher Institutionen ohne allzu viel Korruption) verabschiedet, war aber lange davon ausgegangen, dass sich die US-Sicherheitspolitiker auf Dauer durchsetzen und man mit herabgestuften Zielen und militärischem Minimax-Prinzip einen halbwegs erträglichen status quo aufrecht erhält.

Was ich dabei bis 2016 weniger auf dem Schirm hatte, war die öffentliche Meinung in den USA, die weit überwiegend zu einem Abzug auch aus Afghanistan neigte und Trumps entsprechendes Agieren. Dass Joe Biden spätestens ab 2008 ein dezidierter Gegner des Einsatzes in Afghanistan war, war mir bekannt. Nur schien dies längere Zeit wenig relevant.

Verwundert hat mich etwas, dass der vor 2001 von der Nordallianz besetzte afghanische Norden so schnell gefallen ist. Im Norden gibt es keine paschtunische Bevölkerungsmehrheit, sondern lediglich sog. pashtu pockets. Irgendwann Ende der Nuller Jahre hatte ich noch eine Seminararbeit zum Oberthema Afghanistan geschrieben. Auch noch in dieser Zeit waren die Taliban im Norden weit überwiegend Paschtunen. Angehörige anderer Volksgruppen hatten, selbst wenn sie selber kaum westlich orientiert waren, i.d.R. nichts für paschtunische Taliban übrig. Danach habe ich mich über zehn Jahre nicht mehr näher mit dem Thema befasst. Ich weiß nun nicht, was sich in der Gemengelage im Norden seitdem verändert hat.
