I guess after 1967 the PLO saw the difference
between a arab and a non-arab rule of west-bank
and gaza. They wanted of course an arab
gouvernment. And further they needed a basic
reason to keep their organisation alive. Also in
this years (till today) there was the dream of a
united arab nation. Probably they saw the annexion
by Jordan an Egypt as the first step. Who knows?
